The Way All Israel will be saved (Romans 11:25)
When Paul write, “and so, all Israel will be saved” he uses an adverb that means “in this manner” or under these circumstances.” To establish the manner or way that all Israel will be saved, we have to read previous verses. The wild olive branch (Gentiles) had been grafted in and the broken off natural branches (unbelieving Jews) would be grafted in again if they do not continue in unbelief. He establishes the manner as a “grafting in” on the basis of faith that is equally true of Jews and Gentiles. Paul is not declaring that there is coming a time in which all Jews will be saved. “All Israel” includes Jews and Gentiles who come to Him in faith. Paul is not referring to fleshly Israel, here. Romans 9:6-7 explains, “For they are not all Israel, which are of Israel: Neither, because they are the seed of Abraham, are they all children: but, In Isaac shall thy seed be called.” It was through his seed that all nations would be blessed and that seed is Christ. Whether Jew or Gentile, both justification and grafting is accomplished by faith. Salvation is open to all on the same terms and once accomplished, these saved are His children, heirs of God and joint-heirs with Christ, the “called-out” (Gr. ekklesia)
